A BILL to amend article eight, chapter three of the code of West Virginia, one thousand nine hundred thirty-one, as amended, by adding thereto a new section, designated section nine-a, relating to campaign spending limits.

Be it enacted by the Legislature of West Virginia:

That article eight, chapter three of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new section, designated section nine-a, to read as follows:
ARTICLE 8. REGULATION AND CONTROL OF ELECTIONS.

§ 3-8-9a. Campaign spending limits.

The Legislature finds that campaign spending has spiraled beyond control and that meaningful campaign reform is necessary to allow all citizens to become involved in government and therefore, to encourage meaningful interaction between candidates and their constituents the following spending limits are imposed for public office:

(1) No candidate for governor or any other statewide office may spend more than one hundred thousand dollars in the campaign for election.
(2) No candidate for the West Virginia Legislature may spend more than ten thousand dollars in the campaign for election.
(3) No candidate for Congress may spend more than thirty thousand dollars in the campaign for election.
(4) No candidate for any county office may spend more than ten thousand dollars in the campaign for election.



NOTE: The purpose of this bill is to establish campaign spending limits for candidates for public office.
